    JOB DESCRIPTION

    Job Title: Human Resources and Payroll Manager
    Employment: Twelve Months Benefited Exempt
    Reports to: Assistant Superintendent of Administrative Services
    Supervises: Non-exempt Payroll, Benefits and HR staff members

    Qualifications:
    • High School diploma or equivalent required
    • Associates or Bachelor’s Degree preferred
    • Experience and knowledge of payroll management.
    • Experience and knowledge of human resources management.
    • Experience in accounting; tracking, monitoring of personnel policy and records.
    • Advanced command of business English and ability to write letters and policy to clearly communicate human resources and payroll objectives.
    • Experience and knowledge in supervision of office and bookkeeping procedures.
    • Ability to communicate with others in a clear and precise manner.
    • Ability to independently analyze issues, solve problems, create plans of action.
    • Ability to supervise confidentiality of records, correspondence and conferences.
    • Relates to the public, staff and administration in a positive manner.
    • Effectively use a variety of computer programs to include, but not limited to: Excel and complex database programs.

    Essential Functions:
    • Supervise all aspects of payroll management.
    • Supervise all aspects of employee benefits management.
    • Become knowledgeable and stay current regarding policies, regulations and legal requirements as related to Human Resources.
    • Assist Immediate supervisor in developing and revising Governing Board policies and regulations of the District and implements as appropriate.
    • Assist Immediate supervisor in the recruitment and selection of certificated, classified and administrative staff.
    • Become knowledgeable and stay current regarding state/federal guidelines of the Highly Qualified criteria related to the employment of staff.
    • Assist Immediate supervisor in recommending certified and classified candidates on the basis of their qualifications for the particular position they are to fill.
    • Attends meetings for the purpose of conveying and/or gathering information required to perform functions.
    • Prepare district-wide staffing and budget reports.
    • Evaluate employment transcripts and/or credentials for the purpose of assessing applicant eligibility and salary placement.
    • Supervise maintenance of employment files and records, compiling pertinent employee information for the purpose of ensuring accuracy of employee’s compensation, maintaining eligibility for position and complying with all federal/state/district regulations.
    • Assist Immediate supervisor in preparation of reports and studies for the purpose of providing information to the Board, Superintendent, Immediate supervisor of Business, other staff, and the public and/or complying with regulatory requirements.
    • Respond to inquiries for the purpose of providing information and/or direction.
    • Ensure accuracy of personnel records for the purpose of complying with State and Federal laws.
    • Prepare State, Federal and District reports and budgets.
    • Supervise other office personnel in payroll, benefits and human resources.
    • Prioritize work and decisions in the absence of the Immediate supervisor.
    • Supervise and maintain department schedules.
    • Regular and punctual attendance required to meet essential function of job responsibilities.
    • Performs other job-related duties as assigned.
