- Experience within school district Human Resources, preferred
- Strong overall understanding of accounting, school district operations, and business office procedures.
- Effective communication and presentation skills with district administrative team, support staff, teachers and Governing Board.
- Knowledge of governmental accounting procedures, USFR, budgeting requirements, and school finance.
- Ability to work harmoniously and effectively with a diversity of individuals including school personnel, parents, community members, business leaders, state education employees and legislative officials.
- Ability to perform multiple highly complex technical tasks with a continual need to upgrade skills due to changing job conditions.
- Ability to communicate effectively with individuals and groups, both verbally and in writing.
- Ability to supervise and evaluate personnel.
- Demonstrates effective human relations skills.
- Demonstrates effective leadership skills.
- Ability to compute and apply financial concepts.
- Knowledgeable regarding all policies, regulations and legal requirements as related to Human Resources.
- Ability to work independently under broad organizational policies focusing results on the organizational objective; managing major organizational components; and determining the use of staff throughout the District.
- Maintains, interprets, and complies with current State and Federal laws, regulations and guidelines as they relate to employee relations.
- Assists in developing and revising Governing Board policies and regulations of the District and implements as appropriate.
- Coordinates and directs the recruitment and selection of certificated, classified and administrative staff.
- Knowledge and ability to apply state/federal guidelines of the Highly Qualified criteria related to the employment of staff.
- Recommends certified and classified candidates on the basis of their qualifications for the particular position they are to fill.
- Attends meetings for the purpose of conveying and/or gathering information required to perform functions.
- Serves as the Superintendent's designee in most employee grievances and disciplinary actions.
- Serves as Superintendent's designee on the IBN Committee.
- Prepares district-wide staffing and budget projections in coordination with the Business Office.
- Evaluates employment transcripts and/or credentials for the purpose of assessing applicant eligiblity and salary placement.
- Informs personnel regarding a variety of procedures and program requirements for the purpose of providing necessary information for making decisions, taking appropriate action and/or complying with established guidelines.
- Maintains various employment files and records, compiling pertinent employee information for the purpose of ensuring accuracy of employee's compensation, maintaining eligibility for position and complying with all federal/state/district regulations.
- Participates in informational activities for the purpose of receiving and/or providing information regarding benefits and enrollment procedures.
- Prepares reports and studies for the purpose of providing information to the Board, Superintendent, Director of Business, other staff, and the public and/or complying with regulatory requirements.
- Presents information to teachers, staff, personnel of other districts, community representatives, etc. on various topics for the purpose of conveying information and/or gathering feedback.
- Research employment laws and regulations for the purpose of implementing procedures to maintain compliance with current legal requirements.
- Responds to inquiries for the purpose of providing information and/or direction.
- Supervise and evaluates Classified Human Resources staff.
- Other duties as assigned.
